Manno’s Veterans Employment Bill Signed By Governor

Annapolis, MD – Today Governor Hogan signed legislation (SB245/HB306) authored by Senator Roger Manno and Delegate William Colonel Smith Jr. to increase the hiring of Veterans in Maryland, joining 27 other states who have passed private sector hiring preferences for Veterans under the 1964 Civil Rights Act.

“We need it,” stated Manno.  “Maryland’s overall Veteran unemployment rate is more than 60 percent higher than the national average, and it’s more than 250 percent higher for Veterans who are women. That needs to end, and we begin that progress right now.”

Maryland is home to more than 430,000 Veterans.

Coal No More

Annapolis, MD – Something utterly rare happened in the last hours of Maryland’s 2016 legislative session: coal was removed from the state’s “clean energy” grant program.

“Whatever people think of coal, in all its abundance,” argued Manno, “it is not a clean renewable energy source, and has no place in a clean energy program.”

Under legislation authored by Senator Roger Manno, the successful Clean Energy Incentives program was reauthorized — preserving the benefits for clean sources like wind, solar, hydro and geothermal — but it was fundamentally altered to finally remove coal from receiving preferential tax treatment. “When the bill passed the Budget and Taxation Committee,” explained Manno, “it came before the full Senate, but was then referred to the Finance Committee in an attempt to restore the coal credit. When that effort failed (adding coal back in to the clean energy program) the bill passed the full Senate unanimously. In the House, the vote was far more political. And in the end, it was a great victory for clean energy in the State of Maryland.”

With the program reauthorized by the legislature, it awaits funding in Governor Hogan’s upcoming budget.

Manno’s Landmark Oyster / Bay Recovery Bill Passes Legislature

Annapolis, MD – Legislation authored by Senator Roger Manno to determine sustainable oyster harvest rates cleared a final hurdle in the final hours of the 90-day legislative session.

The landmark legislation, the Sustainable Oyster Population and Fishery Act of 2016 (SB937), requires a comprehensive scientific study of oyster populations in order to set sustainable harvest rates that are directly linked to the health and survival of the Chesapeake Bay.

A key priority of the Chesapeake Bay Foundation, Riverkeepers, and the Coastal Conservation Association of Maryland, the bill now sets the stage for real science that will drive outcomes and the future of Maryland’s greatest natural resource: the Chesapeake Bay.

“A bill that would allow employers to give preferential hiring and promotions to veterans and to spouses of a disabled or deceased service member, was heard in the Maryland Senate Finance Committee last week after passing the Maryland House 134-1 on Feb. 16.

The unemployment rate for Maryland veterans is 8.5 percent, more than 3 percentage points higher than the national rate for unemployed service members, according to the U.S. Census Bureau.”

Manno Testimony Against Privatization

Annapolis, MD – Today, Senator Roger Manno reiterated his strong opposition to legislation privatizing certain county services,  impacting the county bond rating, and costing taxpayers tens of millions of dollars per year.  “The legislation must be defeated,” argued Manno, “because privatization of this particular unit of county government is, on its face, a dangerous prospect.”
