Manno Letter to Hogan on Illegal Regulations

Annapolis, MD – Today Senator Roger Manno, Senate Chair of the Administrative, Executive, and Legislative Review (AELR) committee, sent a letter to Department of Environment Secretary Benjamin Grumbles regarding Governor Larry Hogan’s proposed/emergency regulations (COMAR 26.11.38.01-.05), effectively overriding Governor O’Malley’s existing regulations on coal-fired energy plant emissions. Of note, this is the second letter that Senator Manno has sent to Governor Hogan regarding the legally suspect process used to circumvent the administrative process, and evade stronger environmental regulations.
