Silver Spring, MD – Today, NARAL Pro-Choice Maryland released its 2018 General Assembly Scorecard, in which Senator Roger Manno received the highest rating: “A” .
According to NARAL, the “A” rating is reserved for “Legislators who are champions of reproductive health and justice. These legislators went above and beyond, not only voting with us and co-sponsoring pro-choice bills, but also acting as the lead sponsors of pro-choice bills.”

Distinct from the often cited “100% NARAL rating,” the NARAL “A” rating denotes specific leadership on pro-choice legislation, not merely voting or co-sponsoring legislation.
Roger’s advocacy on women’s reproductive rights is without exception. In the Maryland Senate, Roger restored millions of dollars in cuts from women’s reproductive health programs, and successfully advocated for the Affordable Care Act to provide reproductive health care coverage. In addition, this year Roger sponsored NARAL’s priority legislation on Emergency Contraception (SB969), and last year Roger sponsored NARAL’s priority legislation establishing attendance policies for pregnant and parenting teens (SB232), which is now law in Maryland. Roger also authored the first legislation in the nation to require “crisis pregnancy centers” to disclose that they are not health care providers.
